Around 15 homes in the San Rafael neighborhood may be affected between Oct. 8 and 9
Itaipu Binacional has begun assistance actions for families in the San Rafael neighborhood of Ciudad del Este, Paraguay, as the Paraná River level rises. The effort includes hydrological monitoring, communication with residents, and preventive evacuation of at-risk areas.

The operations started on Wednesday, Oct. 7, and involve Itaipu’s Social Responsibility Office in partnership with Paraguay’s National Emergency Secretariat. Approximately 15 homes could be impacted between Thursday (Oct. 8) and Friday (Oct. 9).
Itaipu teams directly contacted residents in the lowest-lying parts of the neighborhood to inform them of the risks and advise them to move their belongings. About ten families have already received guidance on the situation. According to a spokesperson for the Social Responsibility Office, residents will be temporarily transferred to shelters in higher-ground areas or may stay with nearby relatives.
Itaipu is preparing a shelter with tents and appropriate facilities, providing food, water, mattresses, and basic supply kits for those who need to leave their homes. Technicians from the Hydrological Studies Division continuously monitor the Paraná River and have installed staff gauges so residents can track water height precisely.
By Wednesday (Oct. 7), the Friendship Bridge Hydrometric Station had risen above 108 m above sea level, with simulations indicating a possible exceedance of 109 m in the coming days. The plant’s spillway has remained open since Sept. 30 to control flow and minimize rain-related impacts, with operations expected to continue at least until Oct. 15.
