Raquel Bareiro announces film commission in Ciudad del Este

Raquel Bareiro, actress, teacher, manager and cultural producer, revealed that the city of Ciudad del Este plans to create a regional film commission.

The proposal is based on a potential market of 700,000 residents and more than 4 million annual visitors in the tri-border region. The cultural and creative industry emerges as a strategic pillar to diversify the economy, generate qualified young jobs and project a new international image.

Bareiro emphasized that the regional model does not follow a traditional centralized-industry scheme, but rather a dynamic, interconnected web of tourism, commerce, media, festivals and independent production.

The cultural ecosystem rests on four pillars:

  • Tourism as scale driver: the fixed population of Ciudad del Este, Foz do Iguaçu (299,112 inhabitants) and Puerto Iguazú (over 54,000 inhabitants) adds up to 700,000 people, plus the flow of visitors to the Iguazú Falls National Parks and shopping tourism, exceeding 4 million annual visitors.
  • Commerce as technological support: Ciudad del Este functions as a large market for technology, screens and electronic devices.
  • Cultural diversity as raw material: the convergence of Arab, Asian, Guaraní, Brazilian communities and the linguistic influence of Jopara and Portuñol.
  • Festivals and integration initiatives: the 3 Margins Festival, the Ciudad del Este International Film Festival (CEIFF) and other events.

Bareiro stressed that culture plays a crucial role in reducing local economic vulnerability by diversifying an economy dependent on re-exportation and sensitive to exchange-rate fluctuations. The municipality already includes the brand "CDE se Transforma" in the 2022-2026 Plan.

Structural challenges include lack of financial predictability and continuity of long-term public policies. Bareiro pointed out that the main barrier is the lack of a sustained budget, citing the inauguration of the Mangoré Cultural Center as an example.
