Binational workshop in September discusses regulation and sustainability of aquaculture in the reservoir

The Itaipu reservoir could become one of the main tilapia production frontiers in South America, with an estimated capacity of up to 400,000 tons annually, according to the National Water and Basic Sanitation Agency (ANA). Brazil and Paraguay will discuss regulation, sustainability and investments in the sector during a workshop in Foz do Iguaçu.

Tilapia in Itaipu: potential of 400,000 tons per year

The Binational Workshop on Sustainable Development of Tilapia Farming in the Itaipu Reservoir takes place on September 3 in Foz do Iguaçu (PR), as part of the International Fish Congress & Fish Expo Brazil (IFC Brazil 2026) program.

Aquaculture production in the reservoir is in the final stage of regulation and already attracts interest from cooperatives and companies. Large-scale expansion depends on a shared definition of environmental, production and governance rules between the two countries.

In addition to increasing fish supply, the activity can stimulate investments in various segments of the chain: fry production, genetics, animal nutrition, equipment, processing, logistics, storage and marketing. Development can also strengthen job creation and income generation in regions near the reservoir.

Because it is a shared reservoir, aquaculture in Itaipu requires coordination between Brazil and Paraguay. The meeting will bring together governments, regulatory agencies, companies and aquaculture chain representatives to discuss how to exploit the productive potential without compromising sustainability.

Key regulatory points include environmental requirements, project sizing, location of production structures, monitoring mechanisms and responsibilities of the involved agents. Legal certainty will be especially important to attract long-term private investments.
