CAESB executive visits clean energy infrastructure in Hernandarias
The president of the Federal District Environmental Sanitation Company (CAESB), Luís Antônio Almeida Reis, visited the Itaipú Binational Floating Solar Plant, located in Hernandarias, Alto Paraná department, Paraguay. The facility, with a capacity of 1.1 megawatt-peak, operates as a pilot and laboratory for renewable energy studies.

The Itaipú Floating Solar Plant (FSP), installed on the Binational’s Right Bank, comprises more than 1,500 photovoltaic modules mounted on floating platforms anchored in the reservoir’s water surface. The system operates as a pilot, directly supplying part of the energy demand of the hydroelectric plant itself.
Engineer Pedro Domaniczky, Renewable Energy Superintendent of the Right Bank, led the delegation through the infrastructure, explaining the engineering components, challenges overcome, and system projections. The visit included a technical tour of both the Paraguayan and Brazilian sides of the hydroelectric complex, accompanied by engineers and specialists.
Among the environmental benefits of the floating solution is the reduction of water evaporation, helping preserve reservoir levels and enabling more efficient management of shared water resources. Additionally, panels operating on the water surface run at lower temperatures, a condition that boosts productivity and improves solar radiation utilization compared to conventional land‑based solar parks.
The complex serves as an open‑air laboratory for advanced studies on operational performance, environmental impacts, and the feasibility of replicating the technology in other regional reservoirs. Almeida was accompanied by the Left Bank’s financial director, André Pepitone de Nóbrega, and Planning and Coordination advisor, Fabricio Rocha.
